To begin today’s presentation, over to you Mark

to make you aware, the Windsor Framework was
Mark:
[04:24]
agreed between the UK and EU in 2023
Mark:
[04:28]
It establishes a new set of arrangements for the movements of goods between Great Britain and Northern Ireland for both parcels and freight
Mark:
[04:39]
The new government
Mark:
[04:40]
has reaffirmed that it is fully committed to implementing the Windsor Framework in good faith
Mark:
[04:46]
And protecting the UK’s internal market.
Mark:
[04:51]
As you’ll remember,
Mark:
[04:52]
there was a general election over the summer.
Mark:
[04:54]
This constrained readiness activities during the period leading up to the election and during the period afterwards,
Mark:
[05:02]
as we briefed new ministers subsequently and listened to the feedback that we heard from stakeholders,
Mark:
[05:07]
we recognised more time was required to ensure full readiness for the new arrangements.
Mark:
[05:12]
As such,
Mark:
[05:14]
the new arrangements under the Windsor Framework for parcels of freight movements did not come into effect from the 30th of September 2024,
Mark:
[05:23]
but businesses should be fully prepared for them by the 31st of March 2025.
Mark:
[05:29]
On the 24th of October,
Mark:
[05:33]
HMRC published some new guidance on internal market movements from Great Britain to Northern Ireland,
Mark:
[05:39]
which provides an overview of the new simplified processes for moving goods
Mark:
[05:44]
that will be made available.
Mark:
[05:46]
This is, the first of a suite of guidance and communications over the coming months from HMRC and TSS
Mark:
[05:56]
who will continue to work with you to ensure you are ready for the arrangements taking effect.
Mark:
[06:03]
While not the subject of this webinar,
Mark:
[06:05]
the programme will include further communications and webinars run by HMRC for businesses sending and receiving parcels moving from Great Britain to Northern Ireland.
Mark:
[06:15]
On a slightly different but related theme, we did also announce around this, a few months ago that

our colleagues here at the TSS will continue to be available throughout 2025 to support your transition to the New Windsor Framework arrangements.

Just to underscore what Mark said, you’ll be getting a lot of engagement from TSS and indeed from HMRC in the coming months.

I’m going to talk about what this means for TSS users.
Shanker:
[07:13]
What does this mean right now?
Shanker:
[07:17]
The most important thing to take away from this is that the existing arrangements continue,
Shanker:
[07:22]
in other words,
Shanker:
[07:23]
what you’ve been doing in the past which is
Shanker:
[07:26]
submitting entry summary declarations, the ENS declaration
Shanker:
[07:30]
and either the entry into declarant records, or the Simplified Frontier Declaration –
Shanker:
[07:36]
pre movement before the goods move into Northern Ireland and you’ve been doing the supplementary declaration after the movement, this all continues.
Shanker:
[07:46]
If you are moving goods that are ‘not at risk’
Shanker:
[07:50]
either going from GB to NI and remaining in Northern Ireland
Shanker:
[07:54]
then you need to be
Shanker:
[07:56]
authorised under the UKIMS scheme
Shanker:
[07:59]
and you will need to use the NIREM code when you make those movements.
Shanker:
[08:03]
This is what you should have been doing already because the UK Traders Scheme, the UKTS
Shanker:
[08:09]
ended some time ago.
Shanker:
[08:11]
I’ll just refer you to the previous webinars
Shanker:
[08:15]
that we’ve done on UKIMS, where we’ve talked about the differences and the benefits that you get from the UKIMS scheme.
Shanker:
[08:23]
If you’re moving goods on an “at-risk” basis
Shanker:
[08:27]
And subsequently
Shanker:
[08:29]
can prove that the goods remained in Northern Ireland
Shanker:
[08:33]
or stayed in the UK generally,
Shanker:
[08:35]
You can use the Duty Reimbursement Scheme.
Shanker:
[08:39]
So I would make sure that you understand the Duty Reimbursement Scheme and how you can actually claim back any tariffs that you
Shanker:
[08:47]
may have paid.
Shanker:
[08:48]
The other two schemes that
Shanker:
[08:50]
have been available since
Shanker:
[08:53]
October of last year are the DEFRA, NIRMS and NIPHL schemes and those remain unaffected by any of the things we’re going to talk to you about.
Shanker:
[09:07]
NIRMS is the Northern Ireland Retail Movement Scheme, NIPHL is the Northern Ireland Plant Health and Labelling Scheme.
Shanker:
[09:25]
You need
Shanker:
[09:26]
to be prepared for the arrangements to come into place on the 31st of March of 2025.
Shanker:
[09:33]
As Mark said, we will be releasing a lot of information which we will be engaging with you significantly between now and then.
Shanker:
[09:38]
In fact, we’ll have, as Vicky will tell you,
Shanker:
[09:45]
another webinar towards the end of November, which will be focused on the particular information you need to provide to take advantage of these processes,
Shanker:
[09:55]
when the new arrangements come into play;
Shanker:
[09:59]
you will be able to take advantage of Simplified Processes for Internal Market Movements,
Shanker:
[10:03]
the so-called SPIMM lane and taking advantage of that means that you will be able to submit a
Shanker:
[10:14]
reduced amount of information to support your movements, that is the internal market movement information.
Shanker:
[10:21]
As I say we will be doing a detailed webinar at the end of November which will take you through
Shanker:
[10:27]
that process, how it works, and the information required to submit.
[10:32]
You’ll have plenty of time to have those conversations with your supply chains.
Shanker:
[10:37]
I’m pleased the 45% of you have already had some discussions, but you’ll be able to have more
Shanker:
[10:42]
educated discussions with your supply chain once you know
Shanker:
[10:46]
exactly what it is that you need.
Shanker:
[10:55]
I’m just going to talk about some of the terminology because we’re very conscious that you’ve told us
Shanker:
[11:00]
that there are an awful lot of acronyms floating around.
Shanker:
[11:05]
What we wanted to do is just to explain some of this terminology again
Shanker:
[11:10]
and make sure you clearly understand what it is.
Shanker:
[11:15]
So the first one is the UKIMS,
Shanker:
[11:19]
the UK Internal Market Scheme is an authorisation that allows you to declare your goods ‘not at risk’
Shanker:
[11:24]
if they are brought into Northern Ireland for sale or
Shanker:
[11:28]
final use by end consumers in Northern Ireland and GB,
Shanker:
[11:34]
in the case of movements from GB.
Shanker:
[11:37]
And you meet all the other criteria to move under UKIMS as set out in the guidance.
Shanker:
[11:42]
So being on the UKIMS scheme is a prerequisite for using all of these
Shanker:
[11:46]
simplified processes that we are going to talk to you about in greater detail.
Shanker:
[11:52]
You have to be on the UKIMS scheme and have to do what is required with each movement in order to
Shanker:
[12:00]
essentially make a ‘not at risk’ movement. Simplified processes;
Shanker:
[12:04]
Simplified processes for Internal Market Movements, the SPIMM.
Shanker:
[12:08]
These are simplified customs movements
Shanker:
[12:11]
available to traders under the Windsor Framework
Shanker:
[12:15]
where goods are moving from GB to Northern Ireland,
Shanker:
[12:18]
direct movements from GB to Northern Ireland and are ‘not at risk’ of entering the EU.
Shanker:
[12:26]
The information you need to provide,
Shanker:
[12:28]
if you’re taking advantage of a simplified process for internal market movement, this is the internal market movement information, the IMMI, the simplified data set of information that you submit to TSS.
Shanker:
[12:34]
We will be telling you exactly what that information is in this upcoming webinar in November.
Shanker:
[12:55]
UKC – you’ll hear that acronym a fair amount, which is the UK Carrier Scheme,
Shanker:
[13:03]
Is the authorisation that enables businesses to move eligible
Shanker:
[13:06]
consumer parcels from Great Britain to Northern Ireland.
Shanker:
[13:11]
That is in line with the Windsor Framework arrangements.
Shanker:
[13:14]
Previously you’ll recall that there has been a
Shanker:
[13:17]
Fast Parcel easement in place. Once the UK Carrier Scheme goes into
Shanker:
[13:22]
operation
Shanker:
[13:23]
that’s what will govern
Shanker:
[13:24]
the trade of those eligible consumer parcels.
Shanker:
[13:28]
I mentioned previously NIRMS and NIPHL which continue.
Shanker:
[13:32]
There’s no change to the Northern Ireland retail movement scheme.
Shanker:
[13:37]
This is the scheme that establishes
Shanker:
[13:39]
a new way to move pre-packed retail goods from GB into Northern Ireland.
Shanker:
[13:44]
Goods can move on the basis of a Single General Certificate
Shanker:
[13:48]
for eligible consignments supported by a packing list.
Shanker:
[13:51]
There’s no requirement for an official veterinarian
Shanker:
[13:55]
or plant health inspector to approve the documentation,
Shanker:
[13:58]
when you’re just relying on that General Certificate.
Shanker:
[14:00]
There are labelling requirements that are coming through and you’ll be advised on those separately by DEFRA.
Shanker:
[14:09]
The Northern Ireland Plant Health Label Scheme, NIPHL,
Shanker:
[14:12]
this is the scheme that provides growers’ farmers,
Shanker:
[14:15]
and other relevant traders in GB with the ability to move plant products and use their Agricultural and Forestry machinery to Northern Ireland.
Shanker:
[14:24]
Traders can move those goods with the NIPHL and without a phytosanitary certificate.
Shanker:
[14:30]
We are conscious that for some of the movements of used agricultural and forestry machinery,
Shanker:
[14:35]
you want to sell them on to
Shanker:
[14:38]
Ireland and therefore you can’t take advantage of the NIPHL scheme.
Shanker:
[14:42]
So we are aware of that
Shanker:
[14:44]
and we’ll be advising you on those movements in due course.
Shanker:
[14:54]

I think it does take time to take on board what it means and also to get the understanding across to people you’re talking to.

You could be very confident in what you’re saying, but obviously it’s the recipient of that information as well and how you communicate to people.

I think that’s somewhat confident to be honest. That’s a great number because we’re not using it on a day-to-day basis as yet.

But hopefully we can convert those non confident people over the coming months with all the education and training that we’re doing and all the webinars and bulletins etc, which I’ll go into shortly.

To be ready, we recognise that you need information and that’s what we’re here for,

as I said before,

Just looking at that terminology piece, we will be gradually releasing information. We will try not to talk in acronyms as much as possible.

You will see that we’ll try and expand on that whenever we’re communicating to you.

Over time, we hope to educate you further this year and into next year.

But for this webinar, again, I’ll try and avoid acronyms for now, but you will start gradually seeing them in normal conversations.

For TSS users, we’re encouraging you to get ready.
Vicky:
[21:32]
If you’re going to be using these processes, understand what is best for you for your business.
Vicky:

We advise you to start applying for authorisations and being prepared. And also remember to upload your information to the TSS platform.
Vicky:
[21:48]
In terms of your supply chain, thank you for answering the poll today It’s really good to get that insight in who’s having the conversations, who requires further support, etc.
Vicky:

As you can see 45% have already had the discussions and that’s a really great number.
Vicky:
[22:03]
We are here again to support the other people that aren’t sure what to discuss, what questions to ask, what information they need to get and those that just haven’t had the time to have the conversations yet.
Vicky:

We want to make sure this is built into your day-to-day discussions in order for you prepare.
Vicky:
[22:12]
Obviously you need to have these conversations, obtain the correct information to be able to put your authorisations and your details and data into the system.
Vicky:
[22:18]
So hopefully up into the New Year you’ll be having those conversations, and leading into 2025, you’ll be more prepared in terms of the whole supply chain and not just your business individually.
Vicky:

We want you to gather the relevant information,
Vicky:
[22:44]
such as your EORI numbers, commodity codes and all the other information which you need to move your goods.
Vicky:
[22:50]
Your understanding of the supply chain is really important, in addition to the roles and responsibilities within the chain.
Vicky:
[22:56]
Who needs to be doing what and when?
Vicky:
[22:59]
Perhaps map it out, write it down, try and see if there’s any gaps that you do need to discuss with people or if there’s any misunderstanding throughout your supply chain. Find out that information and start asking the questions.
Vicky:
[23:11]
Obviously understanding your products is a big aspect to this as well. Obtaining all the relevant information, such as commodity codes, the origin and prices for example
Vicky:
[23:18]
if you haven’t already got that logged into your systems. Ensuring correct data is implemented as well into any systems and applications that you’re using,
Vicky:
[23:33]
so again, it’s just double checking, triple checking that everything’s correct and in place for you.
Vicky:
[23:39]
We understand how busy you are at the end of the year with end of year reports, etc.
Vicky:
[23:47]
Running into Christmas, we’re here to support the countdown to the March readiness area.
Vicky:
[23:52]
But going forward into ‘25, as referred to in the previous slide, the (TGP) public beta testing will have been implemented.
Vicky:
[23:59]
Please ensure that you have all your information to hand ready for the Trader Goods Profile testing.
Vicky:

The next webinar in November, will have more detail of what data fields will be affected, but also what information you need and where that information comes from and how the TSS can help you.

Just another point to remember, ensure that TSS has permission to access your Trader Goods Profile information as this will be available and permissions can be set up.

As a little bit Vicky’s been referring to, you know, we’ve been providing support to traders in applying for the UKIMS authorisation and we do continue to receive good numbers of new applications –

We have recently made some updates to the forum to make it a bit more user friendly.

And then we have also as you’d expect, been making some changes to the customs declaration service or CDS so that traders will be able to make use of the Internal Market Movement information when that becomes a legal declaration in the new year.

we’ve developed a new tool within the online tariff tool to help you identify which categories apply to your goods.

Yes, I think we felt this would come up.
Mark:

When the Windsor Framework is fully implemented, there will be new arrangements for parcels.
Mark:
[34:08]
It’s important to note that these arrangements will not apply to parcels sent to consumers, i.e. private individuals in Northern Ireland, which will follow a different route and will not require any individual customs declarations, presentation to customs or safety and security requirements.
Mark:
[34:24]
It’s not the same for business and business parcels.
Mark:
[34:32]
Within the guidance that we’ve published on gov.uk last week, we set out that if you are a trader making business to business parcel movements from GB to Northern Ireland,
Mark:
[34:35]
it is important that either they’re sending or receiving business is authorised under you UKIMS in order to be able to benefit from the simplified processes.
Mark:
[34:38]
The B2B parcels that don’t move under a UKIMS authorisation, the same processes that are in place for freight will apply
Mark:
[34:48]
meaning that businesses will have to follow all customs processes and may have to pay the applicable rate of duty after any claims of preferences or reliefs have been made.
Mark:
[34:54]
Our advice is that you should speak with your parcel carrier to understand their individual processes for moving those kinds of parcels
Mark:
[35:00]
HMRC will be publishing comms I think next week to support the guidance
Mark:
[35:05]
that we published earlier in the year, I think in February, and we’ll set out more detail to businesses who are both sending and or receiving B2B parcels.
Mark:
[35:09]
We will also be hosting a webinar to talk to businesses who do this in more detail.
Mark:

We’ve had a fair few questions. It’s broadly on the theme of changes to transporting or selling items into Northern Ireland.
Will:

Shanker, could I bring you in on that question then – are there any changes to transporting or selling items into Northern Ireland?
Shanker:
[36:02]
That’s quite a broad question. I think what we want to stress is that the Windsor Framework, the simplified processes are an additional flexibility for businesses.
Shanker:
[36:15]
If you want to carry on doing what you’ve been doing, moving things ‘not at risk’ under the UKIMS scheme so you don’t pay the tariff,
Shanker:
[36:19]
but continuing to provide all the information you currently provide, then you can, there’s no requirement to change that.
Shanker:
[36:31]
However, we think that the simplified processes and the less information that you need to provide is a benefit
Shanker:
[36:38]
that you can take advantage of and so in order to do that, you are going to have to have these conversations that Vicky mentioned with your supply chain.
Shanker:
[36:45]
You need to know who the UKIMS user is because that’s the person who does submits that information.
Shanker:
[36:56]
You need to understand where the information is going to come from within your supply chain and
Shanker:
[37:00]
Whether it is better for you to do this pre movement or whether you should do it post movement.
Shanker:
[37:03]
Vicky had outlined those two potential choices.
Shanker:
[37:07]
If you do it pre movement, of course that means that’s all you do for the goods coming in from GB into Northern Ireland.
Shanker:
[37:11]
If you do it post movement, you’ll have to do that after the goods have entered Northern Ireland.
Shanker:
[37:22]
I think those conversations need to occur.
Shanker:
[37:28]
We have many traders who are UKIMS registered authorised on UKIMS and we can help the process both of getting the application in and also the registration process.
Shanker:
[37:45]
Once you’ve got your UKIMS authorisation uploaded onto the TSS portal, then you’ll be able to take advantage of these processes.
Shanker:
[37:54]
So those are the changes, but I think the thing that we’ve heard traders asked most for is information
Shanker:
[37:55]
and we’ll go over that in great detail in the webinar in November

and the simplified process for internal market movements can be used if they are eligible, so this is where we’re going to be going into that information in future webinars.

So if you’re moving goods right now on an at-risk basis, moving into Northern Ireland ‘at risk’ of moving to Ireland, you’ll continue doing everything that you’re doing now.

if you don’t want to use the simplified processes for whatever reason you can continue
Shanker:
[39:59]
doing what you’re doing now.
Shanker:
[40:03]
If you can’t avail yourself of UKIMS, because there are certain
Shanker:
[40:07]
people who can’t avail themselves of UKIMS if you’re not within the relevant processes or exemptions for example
Shanker:
[40:14]
the small processor exemption which has been lifted to 2 million pounds,
Shanker:
[40:18]
from 500,000, but let’s assume that you’re outside of all of those,
Shanker:
[40:22]
and you can’t use UKIMS then
Shanker:
[40:24]
there are things that you can do

[40:29]
if you’ve got goods that are moving from GB to Northern Ireland and staying in Northern Ireland,
Shanker:
[40:34]
or movements that are ‘at risk’ of going to Ireland, first of all,

this takes us back to the earliest webinars, we used to do on TSS,

[40:44]
you may have a situation where the EU common external tariff is zero –
Shanker:
[40:49]
don’t have to pay a tariff.
Shanker:
[40:51]
You may be able to benefit from a preference, i.e. the UK-EU TCA
Shanker:
[40:55]
depending on the appropriate rules of origin
Shanker:
[40:59]
and then you wouldn’t have to pay a tariff.
Shanker:
[41:01]
You may if you’ve had to pay a tariff, but
Shanker:
[41:06]
you may be able to take advantage of your customs duty waiver.

that’s the waiver,

[41:11]
the subsidy you can apply up to a certain

and there are other things that you can do also if

are able to prove that the goods remained

Duty reimbursement scheme.

You can reclaim that Duty

after the event, so there’s a lot of things that you can do some of which came in

at the beginning of the TSS

and some of which have come in during the course of
Shanker:
[41:50]
the last couple of years.

Certainly making yourself familiar with all of those different schemes, much of that information is on the NICTA

website so you can take a look at that.

TSS will continue to

help traders who have questions on

all of these movements.

Don’t feel that because we’re prioritising the Windsor Framework in these webinars that

you if you’re doing other movements, we will support all traders who are moving

goods from GB to NI. We want to make sure that those of you can take advantage of these simplified

okay, so basically the UKIMS authorisation if you’ve received that now can be used now for movements of goods into Northern Ireland

Declarations need to be completed by the 10th working day of the following month

if using the TSS simplified procedure,

completing the supplementary declaration after the goods move. If you’re going to be using simplified procedures when implemented in 2025.

and I will keep saying this,

please consider and take time to understand who within your supply chain you need to give authorisations and permissions too.
