Will:
[00:03]
Good afternoon everyone and Welcome to this webinar from the Trader Support Service.
Will:
[00:10]
In this webinar, we will be providing the latest update on the Windsor Framework implementation,
Will:
[00:15]
And what this means for TSS users now and over the next six months,
Will:
[00:19]
including a timeline for getting ready.
Will:
[00:22]
This is the beginning of a process with TSS providing more information
Will:
[00:26]
so you can be fully prepared for the new Windsor Framework arrangements
Will:
[00:30]
by the 31st of March 2025.
Will:
[00:33]
On the Northern Ireland Customs and Trade Academy website
Will:
[00:37]
which is also referred to as NICTA,
Will:
[00:39]
there are further educational resources available
Will:
[00:42]
such as previous webinar recordings and bulletins.
Will:
[00:45]
We will also upload this webinar recording
Will:
[00:48]
to NICTA
Will:
[00:50]
and encourage you to visit NICTA if you have not already done so.
Will:
[00:54]
I believe a
Will:
[00:55]
link should be in the chat shortly.
Will:
[00:58]
On the next slide you will see today’s agenda in more detail.
Will:
[01:03]
We will begin with HMRC providing an update on the implementation of the Windsor Framework.
Will:
[01:09]
Next, We will look at what the update means for TSS users.
Will:
[01:12]
Following this we will discuss with TSS the Windsor Framework implementation update.
Will:
[01:17]
Before wrapping up we will answer some of the questions
Will:
[01:20]
which have been provided upon registration and submitted in the live chat.
Will:
[01:24]
If you are new to TSS and wish to find out more about it,
Will:
[01:28]
you can scan the current on-screen QR code.
Will:
[01:31]
This QR code will also be displayed towards the end of the webinar.
Will:
[01:34]
You can also use the links we will be providing in the chat or simply google Trader Support Service.
Will:
[01:43]
To guide you through all of this. It is my delight to welcome todays speakers; Shanker Singham, Mark Brown and Vicky Goddard.
Will:
[01:51]
Shanker is the TSS customs and Trade Policy Lead.
Will:
[01:54]
He is one of the world’s leading international trade lawyers and a recognised author.
Will:
[01:58]
Adviser to governments and companies as well as an academic fellow of Institute of Economic Affairs.
Will:
[02:04]
Mark represents HMRC’s NI Customs policy,
Will:
[02:08]
he has over 15 years of experience in Whitehall and Brussels and his team are responsible for policy aspects of the Windsor Framework.
Will:
[02:15]
Vicky is a key stakeholder for TSS and our Partnerships Director.
Will:
[02:20]
Vicky is an accredited Customs Trade Specialist
Will:
[02:23]
with more than 20 years of experience,
Will:
[02:24]
specialising in customs compliance.
Will:
[02:28]
Now then, I’m going to launch a quick poll.
Will:
[02:31]
So we are here asking,
Will:
[02:34]
‘Have you discussed Winsor Framework requirements
Will:
[02:37]
with your supply chain so that you can now take advantage of simplified processes?’
Will:
[02:42]
and this was referenced in the last webinar we did, 79% of you confirmed you were familiar with your supply chain.
Will:
[02:50]
It would be really interesting to see how you respond to this poll.
Will:
[02:53]
While that’s running, some housekeeping notes from me.
Will:
[02:57]
Firstly, please feel free to use “go to webinar” dashboard to post any questions you may have.
[03:02]
A question and answer session will be held at the end where we will address as many of your questions as possible.
Will:
[03:07]
Questions relevant to the wider audience will be prioritised.
Will:
[03:11]
We will not be going into company or sector specific queries as such.
Will:
[03:15]
If you are TSS registered and have specific questions we ask you contact the TSS contact centre.
Will:
[03:21]
or raise a case with your query via the TSS portal.
Will:
[03:24]
If you have not yet registered of TSS,
Will:
[03:27]
we encourage you to sign up for this free service and we can support you if you have any specific questions.
Will:
[03:34]
Now a vast majority of you have answered the poll
Will:
[03:38]
Now let’s close and see how you voted.
Will:
[03:48]
45% of you have discussed Windsor Framework requirements with your supply chain.
Will:
[03:52]
34% of you haven’t and a fifth, 20%, of you are not quite sure,
So a bit of a mixed bag there.
Will:
[03:59]
Thank you everyone for responding to that poll.
Will:
[04:01]
I believe that we will come back to that result later on
Will:
[04:05]
during Vicky’s part of the presentation
Will:
[04:07]
but for now I’ll pass the microphone over to Mark from HMRC.
Will:
[04:13]
To begin today’s presentation, over to you Mark
Mark:
[04:16]
Thanks very much Will and good afternoon everybody
Mark:
[04:21]
to make you aware, the Windsor Framework was
Mark:
[04:24]
agreed between the UK and EU in 2023
Mark:
[04:28]
It establishes a new set of arrangements for the movements of goods between Great Britain and Northern Ireland for both parcels and freight
Mark:
[04:39]
The new government
Mark:
[04:40]
has reaffirmed that it is fully committed to implementing the Windsor Framework in good faith
Mark:
[04:46]
And protecting the UK’s internal market.
Mark:
[04:51]
As you’ll remember,
Mark:
[04:52]
there was a general election over the summer.
Mark:
[04:54]
This constrained readiness activities during the period leading up to the election and during the period afterwards,
Mark:
[05:02]
as we briefed new ministers subsequently and listened to the feedback that we heard from stakeholders,
Mark:
[05:07]
we recognised more time was required to ensure full readiness for the new arrangements.
Mark:
[05:12]
As such,
Mark:
[05:14]
the new arrangements under the Windsor Framework for parcels of freight movements did not come into effect from the 30th of September 2024,
Mark:
[05:23]
but businesses should be fully prepared for them by the 31st of March 2025.
Mark:
[05:29]
On the 24th of October,
Mark:
[05:33]
HMRC published some new guidance on internal market movements from Great Britain to Northern Ireland,
Mark:
[05:39]
which provides an overview of the new simplified processes for moving goods
Mark:
[05:44]
that will be made available.
Mark:
[05:46]
This is, the first of a suite of guidance and communications over the coming months from HMRC and TSS
Mark:
[05:56]
who will continue to work with you to ensure you are ready for the arrangements taking effect.
Mark:
[06:03]
While not the subject of this webinar,
Mark:
[06:05]
the programme will include further communications and webinars run by HMRC for businesses sending and receiving parcels moving from Great Britain to Northern Ireland.
Mark:
[06:15]
On a slightly different but related theme, we did also announce around this, a few months ago that
Mark:
[06:22]
our colleagues here at the TSS will continue to be available throughout 2025 to support your transition to the New Windsor Framework arrangements.
Mark:
[06:30]
If you didn’t catch that announcement, you can have a look at it by referring to either
Mark:
[06:34]
the link that’s on the page or searching for the title ‘Procurement exercise for next phase of Trader Support Service announced’ as you can see there on the screen.
Mark:
[06:43]
That’s it for my initial update and with that I think I’m handing over to Shanker
Shanker:
[06:53]
Yes, thanks very much, Mark.
Shanker:
[06:54]
Just to underscore what Mark said, you’ll be getting a lot of engagement from TSS and indeed from HMRC in the coming months.
Shanker:
[07:07]
I’m going to talk about what this means for TSS users.
Shanker:
[07:13]
What does this mean right now?
Shanker:
[07:17]
The most important thing to take away from this is that the existing arrangements continue,
Shanker:
[07:22]
in other words,
Shanker:
[07:23]
what you’ve been doing in the past which is
Shanker:
[07:26]
submitting entry summary declarations, the ENS declaration
Shanker:
[07:30]
and either the entry into declarant records, or the Simplified Frontier Declaration –
Shanker:
[07:36]
pre movement before the goods move into Northern Ireland and you’ve been doing the supplementary declaration after the movement, this all continues.
Shanker:
[07:46]
If you are moving goods that are ‘not at risk’
Shanker:
[07:50]
either going from GB to NI and remaining in Northern Ireland
Shanker:
[07:54]
then you need to be
Shanker:
[07:56]
authorised under the UKIMS scheme
Shanker:
[07:59]
and you will need to use the NIREM code when you make those movements.
Shanker:
[08:03]
This is what you should have been doing already because the UK Traders Scheme, the UKTS
Shanker:
[08:09]
ended some time ago.
Shanker:
[08:11]
I’ll just refer you to the previous webinars
Shanker:
[08:15]
that we’ve done on UKIMS, where we’ve talked about the differences and the benefits that you get from the UKIMS scheme.
Shanker:
[08:23]
If you’re moving goods on an “at-risk” basis
Shanker:
[08:27]
And subsequently
Shanker:
[08:29]
can prove that the goods remained in Northern Ireland
Shanker:
[08:33]
or stayed in the UK generally,
Shanker:
[08:35]
You can use the Duty Reimbursement Scheme.
Shanker:
[08:39]
So I would make sure that you understand the Duty Reimbursement Scheme and how you can actually claim back any tariffs that you
Shanker:
[08:47]
may have paid.
Shanker:
[08:48]
The other two schemes that
Shanker:
[08:50]
have been available since
Shanker:
[08:53]
October of last year are the DEFRA, NIRMS and NIPHL schemes and those remain unaffected by any of the things we’re going to talk to you about.
Shanker:
[09:07]
NIRMS is the Northern Ireland Retail Movement Scheme, NIPHL is the Northern Ireland Plant Health and Labelling Scheme.
Shanker:
[09:25]
You need
Shanker:
[09:26]
to be prepared for the arrangements to come into place on the 31st of March of 2025.
Shanker:
[09:33]
As Mark said, we will be releasing a lot of information which we will be engaging with you significantly between now and then.
Shanker:
[09:38]
In fact, we’ll have, as Vicky will tell you,
Shanker:
[09:45]
another webinar towards the end of November, which will be focused on the particular information you need to provide to take advantage of these processes,
Shanker:
[09:55]
when the new arrangements come into play;
Shanker:
[09:59]
you will be able to take advantage of Simplified Processes for Internal Market Movements,
Shanker:
[10:03]
the so-called SPIMM lane and taking advantage of that means that you will be able to submit a
Shanker:
[10:14]
reduced amount of information to support your movements, that is the internal market movement information.
Shanker:
[10:21]
As I say we will be doing a detailed webinar at the end of November which will take you through
Shanker:
[10:27]
that process, how it works, and the information required to submit.
[10:32]
You’ll have plenty of time to have those conversations with your supply chains.
Shanker:
[10:37]
I’m pleased the 45% of you have already had some discussions, but you’ll be able to have more
Shanker:
[10:42]
educated discussions with your supply chain once you know
Shanker:
[10:46]
exactly what it is that you need.
Shanker:
[10:55]
I’m just going to talk about some of the terminology because we’re very conscious that you’ve told us
Shanker:
[11:00]
that there are an awful lot of acronyms floating around.
Shanker:
[11:05]
What we wanted to do is just to explain some of this terminology again
Shanker:
[11:10]
and make sure you clearly understand what it is.
Shanker:
[11:15]
So the first one is the UKIMS,
Shanker:
[11:19]
the UK Internal Market Scheme is an authorisation that allows you to declare your goods ‘not at risk’
Shanker:
[11:24]
if they are brought into Northern Ireland for sale or
Shanker:
[11:28]
final use by end consumers in Northern Ireland and GB,
Shanker:
[11:34]
in the case of movements from GB.
Shanker:
[11:37]
And you meet all the other criteria to move under UKIMS as set out in the guidance.
Shanker:
[11:42]
So being on the UKIMS scheme is a prerequisite for using all of these
Shanker:
[11:46]
simplified processes that we are going to talk to you about in greater detail.
Shanker:
[11:52]
You have to be on the UKIMS scheme and have to do what is required with each movement in order to
Shanker:
[12:00]
essentially make a ‘not at risk’ movement. Simplified processes;
Shanker:
[12:04]
Simplified processes for Internal Market Movements, the SPIMM.
Shanker:
[12:08]
These are simplified customs movements
Shanker:
[12:11]
available to traders under the Windsor Framework
Shanker:
[12:15]
where goods are moving from GB to Northern Ireland,
Shanker:
[12:18]
direct movements from GB to Northern Ireland and are ‘not at risk’ of entering the EU.
Shanker:
[12:26]
The information you need to provide,
Shanker:
[12:28]
if you’re taking advantage of a simplified process for internal market movement, this is the internal market movement information, the IMMI, the simplified data set of information that you submit to TSS.
Shanker:
[12:34]
We will be telling you exactly what that information is in this upcoming webinar in November.
Shanker:
[12:55]
UKC – you’ll hear that acronym a fair amount, which is the UK Carrier Scheme,
Shanker:
[13:03]
Is the authorisation that enables businesses to move eligible
Shanker:
[13:06]
consumer parcels from Great Britain to Northern Ireland.
Shanker:
[13:11]
That is in line with the Windsor Framework arrangements.
Shanker:
[13:14]
Previously you’ll recall that there has been a
Shanker:
[13:17]
Fast Parcel easement in place. Once the UK Carrier Scheme goes into
Shanker:
[13:22]
operation
Shanker:
[13:23]
that’s what will govern
Shanker:
[13:24]
the trade of those eligible consumer parcels.
Shanker:
[13:28]
I mentioned previously NIRMS and NIPHL which continue.
Shanker:
[13:32]
There’s no change to the Northern Ireland retail movement scheme.
Shanker:
[13:37]
This is the scheme that establishes
Shanker:
[13:39]
a new way to move pre-packed retail goods from GB into Northern Ireland.
Shanker:
[13:44]
Goods can move on the basis of a Single General Certificate
Shanker:
[13:48]
for eligible consignments supported by a packing list.
Shanker:
[13:51]
There’s no requirement for an official veterinarian
Shanker:
[13:55]
or plant health inspector to approve the documentation,
Shanker:
[13:58]
when you’re just relying on that General Certificate.
Shanker:
[14:00]
There are labelling requirements that are coming through and you’ll be advised on those separately by DEFRA.
Shanker:
[14:09]
The Northern Ireland Plant Health Label Scheme, NIPHL,
Shanker:
[14:12]
this is the scheme that provides growers’ farmers,
Shanker:
[14:15]
and other relevant traders in GB with the ability to move plant products and use their Agricultural and Forestry machinery to Northern Ireland.
Shanker:
[14:24]
Traders can move those goods with the NIPHL and without a phytosanitary certificate.
Shanker:
[14:30]
We are conscious that for some of the movements of used agricultural and forestry machinery,
Shanker:
[14:35]
you want to sell them on to
Shanker:
[14:38]
Ireland and therefore you can’t take advantage of the NIPHL scheme.
Shanker:
[14:42]
So we are aware of that
Shanker:
[14:44]
and we’ll be advising you on those movements in due course.
Shanker:
[14:54]
I’m handing on
Shanker:
[14:56]
at this point to
Shanker:
[14:58]
Vicky.
Will:
[15:01]
I think if I may interject, I think I’m doing a quick poll.
Will:
[15:04]
Thank you Shanker. Great overview so far.
Will:
[15:07]
As I’m just going to launch the second poll this time, asking
Will:
[15:10]
how confident are you in your understanding of the Windsor Framework
Will:
[15:14]
and its associated terminology?
Will:
[15:18]
I’ll leave that poll on again for a few seconds. Just as people answer that I wanted to ask you Shanker, a quick question,
Will:
[15:26]
Is there any main scheme or authorisation which you would like to particularly highlight as a priority?
Will:
[15:34]
I think probably making sure that people are on the UKIMS scheme because that is the prerequisite for
Will:
[15:43]
using all of these processes for making those ‘not at risk’ movements
Will:
[15:47]
that it is really important that
Will:
[15:52]
you’re on the scheme and we can certainly help
Will:
[15:56]
you complete the government forms that you need to fill in order to get on the scheme and again, I would remind you about the
Will:
[16:03]
the UKIMS specific webinar that we did
Will:
[16:07]
earlier on which is on the NICTA website.
Will:
[16:11]
Thank you Shankar, and indeed link to the next website is in the chat as well.
Will:
[16:16]
Thank you everyone for responding to the poll. I’m going to close it now and share the results. Only under 10 percent of you feel very confident but 54 percent of you saying somewhat confident, so that’s relatively promising.
Will:
[16:31]
Over 1/3 of you aren’t confident though.
Will:
[16:33]
Vicky, if I can bring you on at this stage. Welcome to the webinar.
Will:
[16:37]
Does that tally with what you’re seeing in the market?
Vicky:
[16:42]
Yes, I think obviously there’s always a huge amount of terminology and acronyms and everything in trade generally.
Vicky:
[16:55]
I think it does take time to take on board what it means and also to get the understanding across to people you’re talking to.
Vicky:
[17:01]
You could be very confident in what you’re saying, but obviously it’s the recipient of that information as well and how you communicate to people.
Vicky:
[17:06]
I think that’s somewhat confident to be honest. That’s a great number because we’re not using it on a day-to-day basis as yet.
Vicky:
[17:18]
But hopefully we can convert those non confident people over the coming months with all the education and training that we’re doing and all the webinars and bulletins etc, which I’ll go into shortly.
Vicky:
[17:28]
We’ll start resolving some of that and hopefully
Vicky:
[17:30]
we can do another poll maybe into the new year and see if that changes and people’s confidence levels go up
Vicky:
[17:37]
Terrific. That’s what we’re here for. Thank you Vicky and thank you everyone for responding to the poll. And on this side over to you Vicky.
Vicky:
[17:44]
Thank you very much.
Vicky:
[17:46]
We’re just going to go into a little bit of high level here on what’s coming up in the next few months from HMRC and TSS.
Vicky:
[17:53]
This is readiness planning which we’ve put into place to see when and what information we’re going to be releasing to you,
Vicky:
[18:01]
hopefully, again, this will support your learning and education over the coming months with
Vicky:
[18:04]
what you need to do to prepare.
Vicky:
[18:07]
Obviously, there’s lots happening between now and March next year.
Vicky:
[18:10]
This slide indicates what we’ve done so far and also what’s coming up. So you’ll see there’s a couple of ticks already on the list of what’s been happening.
Vicky:
[18:17]
And then we’ve identified other elements that are still to be delivered on.
Vicky:
[18:21]
You will have hopefully seen already the internal market movement detail has been provided by HMRC on the gov.uk recently.
Vicky:
[18:28]
More detail on the use of the internal market movement information and categorisation will also be forthcoming in November.
Vicky:
[18:36]
As per Mark’s earlier comments as well, HMRC and TSS will support you with getting ready.
Vicky:
[18:41]
To be ready, we recognise that you need information and that’s what we’re here for,
Vicky:
[18:46]
as I said before,
Vicky:
[18:48]
Just looking at that terminology piece, we will be gradually releasing information. We will try not to talk in acronyms as much as possible.
Vicky:
[18:59]
You will see that we’ll try and expand on that whenever we’re communicating to you.
Vicky:
[19:04]
Over time, we hope to educate you further this year and into next year.
Vicky:
[19:08]
But for this webinar, again, I’ll try and avoid acronyms for now, but you will start gradually seeing them in normal conversations.
Vicky:
[19:17]
As you can see from the plan, we are re-engaging with you, providing more information on the relevant subject areas that we know people are struggling with. There will be more guidance to come this year.
Vicky:
[19:27]
The next piece of guidance is around the reduced data set, the internal market movement information.
Vicky:
[19:33]
We will be giving information on the special procedures as well. So keep an eye on, as we keep saying on NICTA, we will be releasing guidance over the coming months.
Vicky:
[19:41]
Also, further webinars will cover data required and more information on what’s required overall.
Vicky:
[19:46]
If you can please jump on the webinars, but they’re also recorded and uploaded for you to watch back.
Vicky:
[19:54]
We’ll also be continuing with our bulletins. Please ensure you are receiving the information available to you and all elements.
Vicky:
[20:00]
Notifications etc that you can sign up to, please ensure that you’re getting that information flow then hopefully you’ll have some well and downtime over Christmas.
Vicky:
[20:07]
I don’t think we’ll be talking about all the new processes over Christmas dinner, but as we move up to Christmas,
Vicky:
[20:21]
we bear in mind that communications will slow down but moving into 2025, future guidance will be provided on goods vehicle movement service into the New Year from by HMRC.
Vicky:
[20:32]
Also the Trader Goods Profile functionality within TSS will be available.
Vicky:
[20:37]
So we do advise that you adapt to utilise these tools available to you as soon as possible.
Vicky:
[20:43]
Gradual updates will be released, and the Trader Support Service is also here to support you and your understanding while adopting new processes.
Vicky:
[20:53]
Any queries, questions you may have, please reach out and ask the team and they’ll be there to help.
Vicky:
[20:56]
So information releases including the Trader Goods Profile and the use of the portal will be available.
Vicky:
[21:01]
There’s more to come with increasing information levels into 2025.
Vicky:
[21:07]
Also details on ‘how to’, how to apply the information and how things relate to the movements and journeys will be coming up in the next webinar.
Vicky:
[21:14]
So please watch this space.
Vicky:
[21:23]
Here we’re just talking around the TSS user readiness now. What can you be doing? How can we support?
Vicky:
[21:30]
For TSS users, we’re encouraging you to get ready.
Vicky:
[21:32]
If you’re going to be using these processes, understand what is best for you for your business.
Vicky:
[21:39]
We advise you to start applying for authorisations and being prepared. And also remember to upload your information to the TSS platform.
Vicky:
[21:48]
In terms of your supply chain, thank you for answering the poll today It’s really good to get that insight in who’s having the conversations, who requires further support, etc.
Vicky:
[22:02]
As you can see 45% have already had the discussions and that’s a really great number.
Vicky:
[22:03]
We are here again to support the other people that aren’t sure what to discuss, what questions to ask, what information they need to get and those that just haven’t had the time to have the conversations yet.
Vicky:
[22:06]
We want to make sure this is built into your day-to-day discussions in order for you prepare.
Vicky:
[22:12]
Obviously you need to have these conversations, obtain the correct information to be able to put your authorisations and your details and data into the system.
Vicky:
[22:18]
So hopefully up into the New Year you’ll be having those conversations, and leading into 2025, you’ll be more prepared in terms of the whole supply chain and not just your business individually.
Vicky:
[22:30]
We want you to gather the relevant information,
Vicky:
[22:44]
such as your EORI numbers, commodity codes and all the other information which you need to move your goods.
Vicky:
[22:50]
Your understanding of the supply chain is really important, in addition to the roles and responsibilities within the chain.
Vicky:
[22:56]
Who needs to be doing what and when?
Vicky:
[22:59]
Perhaps map it out, write it down, try and see if there’s any gaps that you do need to discuss with people or if there’s any misunderstanding throughout your supply chain. Find out that information and start asking the questions.
Vicky:
[23:11]
Obviously understanding your products is a big aspect to this as well. Obtaining all the relevant information, such as commodity codes, the origin and prices for example
Vicky:
[23:18]
if you haven’t already got that logged into your systems. Ensuring correct data is implemented as well into any systems and applications that you’re using,
Vicky:
[23:33]
so again, it’s just double checking, triple checking that everything’s correct and in place for you.
Vicky:
[23:39]
We understand how busy you are at the end of the year with end of year reports, etc.
Vicky:
[23:47]
Running into Christmas, we’re here to support the countdown to the March readiness area.
Vicky:
[23:52]
But going forward into ‘25, as referred to in the previous slide, the (TGP) public beta testing will have been implemented.
Vicky:
[23:59]
Please ensure that you have all your information to hand ready for the Trader Goods Profile testing.
Vicky:
[24:05]
The next webinar in November, will have more detail of what data fields will be affected, but also what information you need and where that information comes from and how the TSS can help you.
Vicky:
[24:15]
Just another point to remember, ensure that TSS has permission to access your Trader Goods Profile information as this will be available and permissions can be set up.
Vicky:
[24:23]
Understand your information and supply chain.
Vicky:
[24:26]
I will keep saying that but it’s very important to do so.
Vicky:
[24:30]
Ensure all relevant parties within your supply chain also have the required permissions if others are completing information on your behalf
Vicky:
[24:38]
Familiarise yourself with any TSS portal changes with processes and if applicable, any API information and process.
Vicky:
[24:47]
API users for large traders, you should have been already contacted.
Vicky:
[24:56]
But if you do require any further information, please reach out directly to TSS for support.
Vicky:
[25:07]
As Mark stated earlier as well, businesses should be fully prepared for the new arrangements by the 31st of March 2025.
Vicky:
[25:16]
We’re just going to move on to a little bit around the implementation of the Windsor Framework
Vicky:
[25:19]
I just want to bring Mark back into the webinar now just to discuss how HMRC have been getting ready.
Vicky:
[25:24]
Thank you.
Mark:
[25:25]
Yes thanks Vicky. Just like the TSS, we in HMRC have been doing a lot of work behind the scenes to get ready for the new arrangements.
Mark:
[25:35]
As a little bit Vicky’s been referring to, you know, we’ve been providing support to traders in applying for the UKIMS authorisation and we do continue to receive good numbers of new applications –
Mark:
[25:48]
that is an option as you know is always open.
Mark:
[25:50]
We have recently made some updates to the forum to make it a bit more user friendly.
Mark:
[25:54]
And then we have also as you’d expect, been making some changes to the customs declaration service or CDS so that traders will be able to make use of the Internal Market Movement information when that becomes a legal declaration in the new year.
Mark:
[26:12]
Thirdly, and we’ll be able to shed more light on the importance of this in the next month’s webinar,
Mark:
[26:17]
we’ve developed a new tool within the online tariff tool to help you identify which categories apply to your goods.
Mark:
[26:25]
Then finally on HMRC side, Vicky briefly mentioned the Trader Goods Profile, which we’ve been developing as another tool to help complete the internal market information data set.
Mark:
[26:39]
The TGP is currently being tested in a private beta, with a small number of traders having broaden access in the new year.
Mark:
[26:52]
Back to you, Vicky.
Vicky:
[26:53]
Thank you very much.
Vicky:
[26:54]
As Mark touched on there as well as the goods categorisation, hopefully we may be able to provide some more information in the next webinar, but we will be taking you through those steps as well,
Vicky:
[27:12]
so if there’s any queries or questions around the categorisation and again, when the date comes out, sign up to the webinar and hopefully we can answer those queries for you. Thank you very much for that, Mark.
Vicky:
[27:19]
In regards to TSS, we’re here to help guide and support you and your readiness planning.
Vicky:
[27:24]
As you’ve seen over the coming months, we will be releasing information, but we’ll also be streamlining the NICTA pages.
Vicky:
[27:25]
We want to improve the user journeys and make the information more accessible to people; to traders and users.
Vicky:
[27:30]
We want it to be very user friendly, so in the sense that we will be hopefully asking for your support through different elements such as bulletins and asking what you find useful, what you don’t and what we could improve on.
Vicky:
[27:31]
We want it to be a collaborative approach to how we build this, because we are here to help you.
Vicky:
[27:35]
So in line with this, you’ll be able to see the guidance and support tools being uploaded into NICTA over time for your self-development.
Vicky:
[27:38]
The Trader Support Service is always available for additional support as and when required.
Vicky:
[28:01]
So please use the service.
Vicky:
[28:11]
So as we said preparation is key. Ensure you have access to the information required and you have set up the relevant authorisations and permissions that is suitable for your business.
Vicky:
[28:17]
TSS can support the optionality of traders having solutions for pre and post movement depending on your needs.
Vicky:
[28:22]
The internal market movement information and the Trader Goods Profile tool help to reduce the information required at each movement, enabling a more efficient supply of goods.
Vicky:
[28:22]
If you have got the information pre-loaded, hopefully this will make your life easier and not have to re-upload the information at each element.
Vicky:
[28:28]
But again we will be going into those data elements in the next webinar,
Vicky:
[28:35]
as well as more detail on how the Trader Goods Profile works.
Vicky:
[28:41]
So make sure your profiles are up to date and accurate.
Vicky:
[28:42]
Again, understand your supply chain and gain the relevant permissions.
Vicky:
[28:56]
TSS has the flexibility to support both standard and API options.
Vicky:
[29:13]
So we’ve listened to feedback, we understand the requirements for more information.
Vicky:
[29:18]
You have asked for more information and we’ve heard.
Vicky:
[29:22]
So hopefully you will see the changes of how we’re communicating to you and improvements in that area.
Vicky:
[29:27]
So keep yourself informed on the NICTA website.
Vicky:
[29:30]
We’ll be releasing further information on the simplified processes for internal market movements in the coming weeks.
Vicky:
[29:35]
We’ll also be giving further information on the internal market movement information data set.
Vicky:
[29:41]
TSS will be releasing further updates using the bulletins – please let us know what you want to see or hear more about,
Vicky:
[29:52]
please reach out to us with your insights as well as how you’re seeing and receiving this information.
Vicky:
[29:59]
We’re continually looking at ways to improve our service to you, we want to work with you to ensure you’re receiving what you need.
Vicky:
[30:04]
So moving into November, as Shanker referred to earlier, we will be bringing our next webinar,
Vicky:
[30:09]
looking at Trader journeys
Vicky:
[30:11]
and the Trader Goods Profile, how it fits, goods categorisation and
Vicky:
[30:14]
also revisiting the terminology and jargon busting, as we know there’s lots
Vicky:
[30:18]
of acronyms in the business world and we want to make this as painless as possible for everybody.
Vicky:
[30:28]
The final slide from me, a reminder of the support that is available to you to get ready.
Vicky:
[30:37]
HMRC have provided information on the gov.uk website and they will be providing further releases of information over the coming months
Vicky:
[30:41]
Please familiarise yourself with this information as soon as possible by visiting the gov.uk website.
Vicky:
[30:45]
As discussed as well, NICTA information will be released over the coming months, so please take a note of the address if you’ve not visited the site yet.
Vicky:
[30:55]
We will be making improvements to the user journey and streamlining the way we present information to you, so look out for these exciting changes.
Vicky:
[31:03]
If you’re still unsure, please be aware that there’s no question that is not valid.
Vicky:
[31:06]
Please contact us at the Trader Support Service, either by creating a case or giving us a call for us to support further on your journey.
Vicky:
[31:15]
Thank you for your time, back over to Will
Will:
[31:18]
Terrific, thank you Vicky and indeed we’re going to quickly run our final poll of the day.
Will:
[31:25]
This one, we’ll be asking: what format of support from the TSS is most helpful for you in getting ready for the Windsor Framework by 31st March 2025 and the options there are; webinars such as this one, Guidance on NICTA, ‘how-to’ videos and the TSS Trader Bulletins.
Will:
[31:46]
Please do have your say by responding to the poll.
Will:
[31:50]
Please note that following this webinar, there will be an exit survey which provides you further opportunities to highlight what format of support and content you want us to provide to help you in getting ready for the Windsor Framework.
Will:
[32:10]
But for now, I’ll just leave this poll on a few more seconds.
Will:
[32:14]
It’d be really great to get as much feedback as possible from all of you.
Will:
[32:18]
I’ll leave it on for a 5 second countdown as a lot of you have answered already, but let’s do it 5,4,3,2 1 and let’s close that poll and share the results.
Will:
[32:34]
You will have another opportunity to respond in the exit survey.
Will:
[32:38]
So over third of you want more webinars like this one.
Will:
[32:43]
Unsurprisingly, I think a lot of you on ‘how-to’ videos that’s a very common way to create advice content these days,
Will:
[32:50]
NICTA guidance and TSS trader bulletins slightly behind, but obviously we’ll be looking at all ways of providing support and in the exit survey you have the option to type in other solutions and suggestions as well.
Will:
[33:04]
Now though, we will be moving onto the Q&A.
Will:
[33:09]
I’d like to thank our speakers, Shanker, Mark and Vicky for providing this latest update to the Windsor Framework.
Will:
[33:16]
Thank you as well to every one of the audience for asking so many questions prior to and during this webinar.
Will:
[33:21]
Please do remember that if you are TSS registered and if you do have further questions that have not been answered today within this webinar,
Will:
[33:27]
You can always get in touch with the TSS Contact Centre via case creation in the TSS portal
Will:
[33:34]
If you are not registered with TSS,
Will:
[33:35]
we encourage you to sign up for this free service
Will:
[33:37]
so we can support you if you have any specific questions.
Will:
[33:40]
But on the next slide, let’s indeed get into some of the questions you’ve been sending in already.
Will:
[33:45]
So quite a few of you have been asking about parcel deliveries.
Will:
[33:46]
Mark, if I can bring you in, what is the new process regarding parcel deliveries?
Mark:
[33:56]
Yes, I think we felt this would come up.
Mark:
[34:01]
When the Windsor Framework is fully implemented, there will be new arrangements for parcels.
Mark:
[34:08]
It’s important to note that these arrangements will not apply to parcels sent to consumers, i.e. private individuals in Northern Ireland, which will follow a different route and will not require any individual customs declarations, presentation to customs or safety and security requirements.
Mark:
[34:24]
It’s not the same for business and business parcels.
Mark:
[34:32]
Within the guidance that we’ve published on gov.uk last week, we set out that if you are a trader making business to business parcel movements from GB to Northern Ireland,
Mark:
[34:35]
it is important that either they’re sending or receiving business is authorised under you UKIMS in order to be able to benefit from the simplified processes.
Mark:
[34:38]
The B2B parcels that don’t move under a UKIMS authorisation, the same processes that are in place for freight will apply
Mark:
[34:48]
meaning that businesses will have to follow all customs processes and may have to pay the applicable rate of duty after any claims of preferences or reliefs have been made.
Mark:
[34:54]
Our advice is that you should speak with your parcel carrier to understand their individual processes for moving those kinds of parcels
Mark:
[35:00]
HMRC will be publishing comms I think next week to support the guidance
Mark:
[35:05]
that we published earlier in the year, I think in February, and we’ll set out more detail to businesses who are both sending and or receiving B2B parcels.
Mark:
[35:09]
We will also be hosting a webinar to talk to businesses who do this in more detail.
Mark:
[35:18]
So keep an eye out for that.
Will:
[35:45]
Thank you Mark. Hope that’s been helpful everyone.
Will:
[35:47]
We’ve had a fair few questions. It’s broadly on the theme of changes to transporting or selling items into Northern Ireland.
Will:
[35:55]
Shanker, could I bring you in on that question then – are there any changes to transporting or selling items into Northern Ireland?
Shanker:
[36:02]
That’s quite a broad question. I think what we want to stress is that the Windsor Framework, the simplified processes are an additional flexibility for businesses.
Shanker:
[36:15]
If you want to carry on doing what you’ve been doing, moving things ‘not at risk’ under the UKIMS scheme so you don’t pay the tariff,
Shanker:
[36:19]
but continuing to provide all the information you currently provide, then you can, there’s no requirement to change that.
Shanker:
[36:31]
However, we think that the simplified processes and the less information that you need to provide is a benefit
Shanker:
[36:38]
that you can take advantage of and so in order to do that, you are going to have to have these conversations that Vicky mentioned with your supply chain.
Shanker:
[36:45]
You need to know who the UKIMS user is because that’s the person who does submits that information.
Shanker:
[36:56]
You need to understand where the information is going to come from within your supply chain and
Shanker:
[37:00]
Whether it is better for you to do this pre movement or whether you should do it post movement.
Shanker:
[37:03]
Vicky had outlined those two potential choices.
Shanker:
[37:07]
If you do it pre movement, of course that means that’s all you do for the goods coming in from GB into Northern Ireland.
Shanker:
[37:11]
If you do it post movement, you’ll have to do that after the goods have entered Northern Ireland.
Shanker:
[37:22]
I think those conversations need to occur.
Shanker:
[37:28]
We have many traders who are UKIMS registered authorised on UKIMS and we can help the process both of getting the application in and also the registration process.
Shanker:
[37:45]
Once you’ve got your UKIMS authorisation uploaded onto the TSS portal, then you’ll be able to take advantage of these processes.
Shanker:
[37:54]
So those are the changes, but I think the thing that we’ve heard traders asked most for is information
Shanker:
[37:55]
and we’ll go over that in great detail in the webinar in November
Will:
[38:00]
Thank you
Will:
[38:07]
Thank you Shanker. A few people have been asking as well around simplified entries post-import to Northern Ireland.
Will:
[38:15]
Vicky if I can bring you in on this question. Will simplified entries post import to Northern Ireland,
Will:
[38:20]
are they not going to be required in the future?
Vicky:
[38:23]
Declarations are still required today.
Vicky:
[38:27]
They are still to be completed for good movements either by the TSS or your third party if you use one –
Vicky:
[38:35]
all business goods movements into Northern Ireland from GB will still require information to record the movement into NI.
Vicky:
[38:43]
When the simplified process for moving goods
Vicky:
[38:48]
is introduced in 2025
Vicky:
[38:50]
and the simplified process for internal market movements can be used if they are eligible, so this is where we’re going to be going into that information in future webinars.
Vicky:
[38:58]
of the eligibility criteria and what information is required for it.
Vicky:
[39:03]
Custom declarations will be required for movements not just using the simplified processes
Vicky:
[39:07]
of internal market movements
Vicky:
[39:09]
traders will continue using the TSS simplified procedure or full frontier declaration
Vicky:
[39:14]
for movements
Vicky:
[39:15]
but again we will run through user journeys as well coming up in the next webinar, so we’ll be able to take you through the steps that are needed
Vicky:
[39:21]
for any movements into Northern Ireland.
Will:
[39:26]
Perfect, Thank you. Vicky
Will:
[39:29]
Another question, I think I’m going to put this one to Shanker, a few people asking about UKIMS –
Will:
[39:33]
on the UK and using the Green Lane
Will:
[39:36]
what do companies
Will:
[39:38]
do who cannot use Green Lane?
Shanker:
[39:42]
So if you’re moving goods right now on an at-risk basis, moving into Northern Ireland ‘at risk’ of moving to Ireland, you’ll continue doing everything that you’re doing now.
Shanker:
[39:54]
if you don’t want to use the simplified processes for whatever reason you can continue
Shanker:
[39:59]
doing what you’re doing now.
Shanker:
[40:03]
If you can’t avail yourself of UKIMS, because there are certain
Shanker:
[40:07]
people who can’t avail themselves of UKIMS if you’re not within the relevant processes or exemptions for example
Shanker:
[40:14]
the small processor exemption which has been lifted to 2 million pounds,
Shanker:
[40:18]
from 500,000, but let’s assume that you’re outside of all of those,
Shanker:
[40:22]
and you can’t use UKIMS then
Shanker:
[40:24]
there are things that you can do
Shanker:
[40:29]
if you’ve got goods that are moving from GB to Northern Ireland and staying in Northern Ireland,
Shanker:
[40:34]
or movements that are ‘at risk’ of going to Ireland, first of all,
Shanker:
[40:39]
this takes us back to the earliest webinars, we used to do on TSS,
Shanker:
[40:44]
you may have a situation where the EU common external tariff is zero –
Shanker:
[40:49]
don’t have to pay a tariff.
Shanker:
[40:51]
You may be able to benefit from a preference, i.e. the UK-EU TCA
Shanker:
[40:55]
depending on the appropriate rules of origin
Shanker:
[40:59]
and then you wouldn’t have to pay a tariff.
Shanker:
[41:01]
You may if you’ve had to pay a tariff, but
Shanker:
[41:06]
you may be able to take advantage of your customs duty waiver.
Shanker:
[41:10]
that’s the waiver,
Shanker:
[41:11]
the subsidy you can apply up to a certain
Shanker:
[41:16]
Cap,
Shanker:
[41:18]
and there are other things that you can do also if
Shanker:
[41:22]
you’ve moved goods that are on and ‘at risk’ basis and you subsequently
Shanker:
[41:27]
are able to prove that the goods remained
Shanker:
[41:29]
in Northern Ireland which is the
Shanker:
[41:30]
Duty reimbursement scheme.
Shanker:
[41:32]
You can reclaim that Duty
Shanker:
[41:36]
after the event, so there’s a lot of things that you can do some of which came in
Shanker:
[41:42]
at the beginning of the TSS
Shanker:
[41:46]
and some of which have come in during the course of
Shanker:
[41:50]
the last couple of years.
Shanker:
[41:54]
Certainly making yourself familiar with all of those different schemes, much of that information is on the NICTA
Shanker:
[42:02]
website so you can take a look at that.
Shanker:
[42:06]
TSS will continue to
Shanker:
[42:10]
help traders who have questions on
Shanker:
[42:13]
all of these movements.
Shanker:
[42:15]
Don’t feel that because we’re prioritising the Windsor Framework in these webinars that
Shanker:
[42:21]
we’re going to stop supporting
[42:22]
you if you’re doing other movements, we will support all traders who are moving
Shanker:
[42:26]
goods from GB to NI. We want to make sure that those of you can take advantage of these simplified
Shanker:
[42:33]
processes get a chance to do so.
Will:
[42:38]
Okay, thank you Shanker, we’ll do just one or two more questions. We are getting loads of questions come through. Thank you everyone for sending them, I’m trying to group these as much as possible but unfortunately can’t get to
Will:
[42:50]
everyone’s questions but
Will:
[42:51]
One question which seems to be coming through from a lot of people is;
Will:
[42:56]
You know someone might have a letter of approval for UKIMS from HMRC and they’ve added it to the TSS account.
Will:
[43:02]
A lot of people are asking what is the next step? so Vicky if I can bring you in on that one, letters added to TSS,
Will:
[43:08]
what’s next?
Vicky:
[43:10]
okay, so basically the UKIMS authorisation if you’ve received that now can be used now for movements of goods into Northern Ireland
Vicky:
[43:17]
I mean as Shankar referred to earlier as well current arrangements continue to apply.
Vicky:
[43:22]
Declarations need to be completed by the 10th working day of the following month
Vicky:
[43:26]
if using the TSS simplified procedure,
Vicky:
[43:28]
completing the supplementary declaration after the goods move. If you’re going to be using simplified procedures when implemented in 2025.
Vicky:
[43:38]
and I will keep saying this,
Vicky:
[43:40]
please consider and take time to understand who within your supply chain you need to give authorisations and permissions too.
Vicky:
[43:48]
Ensure the information is kept up to date on systems and on TSS
Vicky:
[43:53]
and also make sure all your
Vicky:
[43:56]
permissions are set up, but we will take you through that in the November webinar, so hopefully if there’s any queries on what you need to do next and how you need to set anything up,
Vicky:
[44:06]
we will hopefully get around to answering that within the webinar and be more specific moving forward but again we just encourage all TSS users to check their Trader profiles and
Vicky:
[44:20]
make sure they are all up to date with contact business information and UKIMS details.
Will:
[44:27]
Thank you Vicky and thank you as well to Shankar and Mark for the answers.
Will:
[44:32]
And so everyone who’s been sending in questions. We are going to have to wrap up now unfortunately.
Will:
[44:38]
On this Final slide, you will see information about how you can get further support from gov.uk,
Will:
[44:46]
NICTA and TSS,
Will:
[44:48]
including a scannable QR code to the TSS website on screen at the moment.
Will:
[44:52]
And we’ll be posting the links in the chats
Will:
[44:55]
Imminently as well.
Will:
[44:58]
Please remember that a recording of the webinar will be uploaded to NICTA shortly.
Will:
[45:02]
NICTA also hosts the TSS bulletin which contains important information for TSS users
Will:
[45:08]
and can be sent by email to subscribers.
Will:
[45:10]
We are pleased to also announce a further more in-depth Windsor Framework webinar to be delivered shortly,
Will:
[45:17]
so do keep your eye peeled on NICTA and the TSS Bulletins for this.
Will:
[45:21]
Again, if you do have any specific further questions we ask you contact the TSS contact centre on the number provided.
Will:
[45:27]
And our agents will always do their best to support you.
Will:
[45:30]
But for now all that’s left for me to say is thank you everyone for joining today’s webinar and I hope you have a great rest of the day. Thank you everyone.
